MINUTES OF A PARISH COUNCIL MEETING
Held in the Village Hall, All Cannings on Wednesday 27th February 2002

MINUTES
Minutes of the previous meeting held on 30th January 2002 having been circulated, were confirmed as a true record and signed by the Chairman.

MATTERS ARISING

Recycle bins: No further news

Chapel House: The replacement window does not go against planning permission but no intention of works has been submitted to Kennet yet, the council is at liberty to object on this basis. No decision was made.

Canal Bridge: The Clerk contacted both British Waterways and Highways via the Clarence line

Quality Parish and Town Councils: The Clerk has responded to the consultation paper with the comments made by the councillors.

Magistrate’s Courts: A letter was received informing the council that the two proposals were to be adopted after consultation regarding courtrooms in Wiltshire.
1. To close Trowbridge and transfer all business to Chippenham from 1st March 2002
2. To close Devizes court at a future date to coincide with the opening of the new Courthouse in Salisbury, and transfer all cases to Salisbury.
Devizes cases will be allowed to be heard in any one of the remaining courthouses; whichever is the most convenient to witnesses, victims and defendants.

Statutory Parish Councils Model Code of Conduct 2001 Order: Kennet has advised all Parish Councils to wait for them to adopt the code on May 1st and follow their adoption thereafter.

Contracts: The Churchyard, Glebe & Green and Cemetery Caretaker are all still interested in continuing and applying for the posts the Clerk will advertise the posts until the end of March and bring any applicants tenders to the next meeting.

Village Hall: Billing received for the last three months.

PCC: .No news

FtPs: The Clerk has received complaints about the mud on footpath 13. It was decided that grass seed should be planted long that section of the bank and the neighbouring property informed when the seeds had been placed.

Transport: The Clerk was asked to write to the Quiet Lanes group and invite them to talk at the Annual Parish Meeting in April.

Leisure Facilities:
Play Area:
On advice from AS & A Leisure it was decided to take up the mats at each end of the seesaw to see if this would help the problem.
Mrs Butcher reported that the presentation plaque has been found Mr Hunt will look into ways of better securing it on the adventure tower.
Community Services will be contacting the Clerk during March to assess the swing-repainting job.

Churchyard:
War Memorial- “Friends of War Memorials” requested a photograph of the memorial as the Clerk has a digital camera she will send some via the net

Golden Jubilee: The Clerk will contact the owners of the King’s Arms to enquire about the celebration plans.

CORRESPONDENCE

Planning:
None

W.C.C: A review of Best Value is being carried out and the Environmental Services Dept are seeking opportunities to explain what they do etc. It was agreed that the Clerk should invite them to speak at the Annual Parish Meeting in April.

Kennet Area Police/Community Consultative Group: Presented their figures from 1st April 2001 to 31st January 2002. All recorded crime was down on the previous year the areas were as follows; recorded violent crime down19.5%, recorded domestic burglary down 16.1%, recorded vehicle crime down 25.2% and recorded drug crime down 31.3%

ANY OTHER BUSINESS

Devizes Angling Club: There have been large numbers of anglers using the canal recently, coupled with the moored boats the towpath in some areas has become very difficult to walk. It was decided to contact British Waterways to alert them to this problem.

Lights: There is a light out nr. Drewitts Lane Mrs Currie will note the number down and let the Clerk know so she can report it.
