MINUTES OF A PARISH COUNCIL MEETING
Held in the Village Hall, All Cannings on Wednesday 27th November 2002

MINUTES
Minutes of the previous meeting held on 30th October 2002 having been circulated, were confirmed as a true record and signed by the chairman.
MATTERS ARISING
Recycle bins: Clerk to contact Mrs. White, KDC, to ascertain the location of the bins in Wroughton and to advise the full range of recycle bins available.
Village Shop/ Post Office: See attached correspondence. Public meeting to be held on Dec.5th at the village school to discuss the results of the questionnaire.
REPORTS FROM COMMITTEES
Village School: The Chairman of The Board of Governors at All Cannings School attended the meeting and explained various aspects of school activities. This included subjects that the Board were addressing to improve facilities and the safety of the pupils. They have made inquiries into the possibility of a grant for the Walking Bus project. The plans for the construction of a covered roof over an existing fenced compound in order to gain an all weather cycle and biffa bin store area were presented to the council including various photographs regarding the design, location and the materials to be used for the construction.
Village Hall: Improvements to the car park will now be carried out during the Spring of 2003.
PCC: There will be a stall in The Shambles prior to Christmas. Coffee morning and tea afternoon to be held. Traditional Carol Service to be held in the church on 20th December. There will be services in the church on Christmas Eve and Christmas Day.
Footpaths: Clerk to discuss clearance of Priest and Darkies lanes with Mr. Game.
Golden Jubilee: Tree seat to be installed on The Pound.

KDC:Review of Flooding Preparations; Dr. Hollway proposed as contact for flooding arrangements.
Village School(Cont): As part of an initiative to encourage more children to walk and cycle to school the school has received a grant from the County Council towards improving road markings outside the school. Work will be carried out on the corner of Chandlers Close. A small number of thermoplastic footprints will be put onto the pavement on each side of the road to guide children to a safe crossing point.
Royal Mail: Post Box Re-site; Following proposals from the Royal Mail the council proposed that the Post Box should be located in front of the Village Hall sited towards the end of the building. Royal Mail to contact the Village Hall Committee to obtain permission.
Post Office Ltd.: Post Office Ltd. have advised that they are committed to maintaining their network of rural Post Office branches and will be working to restore services to the local community in All Cannings as soon as possible.
The Swindon Intermediate Care Centre: The Centre will be operational from Saturday 7th December.
Cutting of Green: Clerk to invite a member of the Football Club to the council meeting in January 2003 to discuss this ongoing situation.

New Bank Mandate signed by councillors.
Precept : To be submitted to Kennet for approval. Council proposed an increase of ten per cent bringing the Precept to £5440.00 for 2003/2004.The Precept for 2002/2003 being £4945.00.
Cutting of Green: Clerk to speak with Kennet regarding the possibility of a grant to subsidise the cost of the extra cutting of the football pitch. Clerk to invite a member of the football club to the next council meeting to discuss the ongoing contract for 2003/2004.
