MINUTES OF A PARISH COUNCIL MEETING
Held in the Village Hall, All Cannings on Wednesday 26th February 2003

PRESENT: Mr. Daw (in the chair)
Mrs. Butcher, Mr. Butcher, Mrs. Currie, Dr. Hollway, Mr. Hunt, Mrs. Riseley-Pritchard.
APOLOGIES: Cllr. J. Combe (KDC), Cllr. A.Molland (WCC).

MINUTES
Minutes of the previous meeting held on 29th January having been circulated, were confirmed as a true record and signed by the chairman.

REPORTS FROM COMMITTEES

Village Community Shop/Post Office: See attached correspondence explaining the current position.

Village Hall: New notice board: Clerk has obtained quotations and designs regarding the various types available, which have been circulated. This will require discussion with the Village Hall Committee regarding the possibility of sharing the costs.

Football Club: Cutting of the Green: Contract to be discussed with Gary Game regarding the increased number of cuts required.

K/044437 Julia Roberts, All Cannings School, Chandlers Lane, All Cannings. To construct a covered roof over an existing fenced compound in order to gain an all weather cycle and “biffa” bin store area.

HM Land Registry: Proprietor Applicant: All Cannings Parish Council. Title No. WT178812: Land on the west side of The Glebe and on the west side of Lipgate, All Cannings, Devizes. Council consented to the title plan being amended.
All Cannings Conservation Area: The All Cannings study was endorsed by the Parish Council. Copies of the study have been supplied to the School and the Church for reference.

Wootton Rivers Parish Council: Request for guidance regarding the cost of maintaining their Churchyard.
KDC: Open Space Health Check: Recreation facilities in Kennet: Workshop to be held on 24th March 6.00-7.00pm, at the Council Chamber, Browfort Devizes.
KDC: Copies of the Election Timetable to be distributed to the
Parish Council. We have received: Nomination packs, Acceptance of Office and Register of Interest forms, along with details of the new District Ward boundaries being used for the first time at these elections.
KDC: Best Kept Village Competition: Entry forms received for 2003 Competition.
A Poster Competition for children to be run in conjunction with the Best Kept Village Competition entitled Wildlife in My Village. Details to be forwarded to the School.
Wiltshire Association of Local Councils: Data Protection Act 1998. If your Council has a record of names and addresses (even of only the elected members) in a computer or in a manual form, you as Clerk are now a Controller of Data. The Council (even if you as Clerk own the computer) must now notify the Information Commissioner.
This duty will involve an annual fee of £35 renewable on the anniversary of notification.
WCC: Pewsey Vale Quiet Lanes Project. Exhibition to be held on Saturday 1st March, 10am to 4pm, at The Ivy House Hotel, High Street, Marlborough.
KDC: New Wards with Parish details. The All Cannings Ward will now include,
All Cannings, Beechingstoke, Chirton, Marden, North Newnton and Patney.
WCC: Towns/Parishes should have a member of the community who can act as the emergency coordinator in the event of a major incident affecting their area. Wiltshire Emergency Planning has decided to initiate a community contact in each town or parish to fill these roles. They will be known as Community Emergency Volunteers.
