MINUTES OF A PARISH COUNCIL MEETING
Held in the Village Hall, All Cannings on Wednesday 28th May 2003

PRESENT: Mr. T. Daw (in the chair)
Mrs. S. Bishop, Mrs. S. Butcher, Mr. C. Butcher, Mr. R. Frost,
Mrs. A. Riseley-Pritchard, Cll.A. Molland ( WCC and KDC ).

APOLOGIES: Dr. J. Hollway.


ELECTION OF CHAIRMAN AND VICE CHAIRMAN
Mr. Tim Daw was unanimously voted in as Chairman.
Mr. Charles Butcher was voted in as Vice-Chairman.

The Chairman welcomed the new councillors, Mrs. Sally Bishop and Mr. Russell Frost, to their first meeting as representatives on the All Cannings Parish Council.

MINUTES
Minutes of the previous meeting held on the 30th April having been circulated, were confirmed as a true record and signed by the chairman.

MATTERS ARISING

Village School: Plans for the new cycle shed showed that trees should be planted in the vicinity of the framework.

REPORTS FROM COMMITTEES

Village School: Parish Council to receive a copy of the school newsletter.

Village Community Shop: Further plans to be drawn up by the architect, Tim Hill-Baldwin. Fund raising event at the Sarsen walk raised approximately five hundred pounds.

Village Hall: Committee meeting to be held on Monday 2nd June. Grant received from Kennet District Council for new facilities, to include showers, toilets for the disabled and changing rooms.

PCC: Contact to be advised following the retirement of Mrs.Currie from the PCC.

CORRESPONDENCE

Planning Applications:
K/045464/L Mr.S. Burgess, Bethel Chapel, Allington. The installation of toilets in right hand annexe.



K/045420 K. S. Baron Esq. Rendells Farm, All Cannings. Provision of parking area and variation of condition 7 on permission K/43836 and condition 3 on permission K/21134 to allow for commercial fishing.

Planning Permission:
Mr. D. Rome and Miss A. Heighway, 6, Matthews close, All Cannings. The erection of a conservatory.

Town and Country Planning Act 1990 - Section 78
Appellants Name: Mr. and Mrs. D. Lane, Post Office Stores, All Cannings. Change of use of part of building from shop to residential use (part ground floor only).
Inspectorate Reference: APP/E3905/A/03/1116999.
This appeal is against the refusal of planning permission in respect of the above site.

Parish Lengthsmen Scheme: Clerk to advise work required. Replace Townsend sign.
NHS Primary Care Trust: Consulting on Priorities: Correspondence received thanking the council for their support following the proposals for developing our health services.
Cll. J.Combe: Letter received thanking the council for their support during the period Cll. Jenny Combe was our representative on Kennet District Council.
WCC: County Emergency Planning Unit to conduct evening exercises for Parish and Town Councils.
The Kings Arms, All Cannings: Application for a Protection Order and the Full Transfer of the Justices Licence on behalf of Virginia Anne Long and Richard Anthony Baulu in accordance with the Licensing Act 1964. Council raised no objections.
DEFRA: Good Councillors Guide-Essential Guidance for Town and Parish Councillors: Clerk to obtain copies.
South Farm Sign: Clerk to write to Mr. George Batten, Director of Environmental Services, WCC.
Chandlers Close: Further information required regarding problem with tree
