MINUTES OF A PARISH COUNCIL MEETING
Held in the Village Hall All Cannings on Wednesday 29 September 2004

PRESENT: Mr. T. Daw (in the chair).

MINUTES

Minutes of the Parish Council meeting held on 28 July 2004 having been circulated were confirmed as a true record and signed by the chairman.

Emergency First Responder Scheme: Mr. Graham Bird attended the meeting to present an outline of the scheme a copy of which will be circulated and attached to the minutes.

REPORTS FROM COMMITTEES

PCC: Correspondence from Rita Moore, Home Farm Cottage, regarding the condition of the Churchyard. Dr. Hollway to contact Wiltshire Wildlife Trust to
seek advice for guidelines regarding the Churchyard. Voluntary clear up party to be organised.

Village Community Store and Post Office: Business plan to be prepared. Further meetings to be held with the Village Hall Committee, to be followed with meetings involving the Trustees and possible public meeting.

Village Green: Further quotations to be obtained. Meeting of Parish Councillors to be held at the Green 11.00am Sunday 10 October to discuss the proposals for improvements to the Play Area.

Cemetery Committee: Mr. and Mrs. George Nash to purchase Grant of Exclusive Right of Burial, for a double grave in the Cemetery.

Planning Application

K/50905/F Mr. and Mrs. T. N. Dunn, 24 The Glebe, All Cannings, Devizes.
Demolition of attached double garage. Erection of part two storey/part single storey side and front extension.
Following a planning meeting held with representatives from The Glebe objections were raised to this application on the following grounds:
Inappropriate materials which are out of keeping with existing building.
Excessive in proportion to the existing property.
Objection to be forwarded to the Planning Department at Kennet District Council.
Councillor Molland to approach KDC for full committee consideration to the objection.

AUDIT COMMISSION
Clerk presented the Annual Return for the Financial Year ending 31 March 2004, as required by the Audit Commission. Internal Auditors David Owen & Co. have audited and approved the accounts. The accounts were presented to and approved by the Parish Council. Accounts will be forwarded to Mazars, appointed by the Audit Commission as External Auditors. The Bank Reconciliation Statement was circulated to the meeting.

The following cheque authorisation signatories were withdrawn from the bank:
Mrs. E Currie, Mr. M. Hunt, Mr. J. Scott.


KDC: Trial Re-cycling Scheme; KDC along with WCC are to undertake trial collections of recycling materials using skips between 1 September 2004 and 31 March 2005 and is being offered to parish councils to assist their residents in recycling waste. Skips will be available for garden waste, metal waste or both types of waste (two skips) and will be available for two and a half hours at a time. Parish councils can request a morning allocation which will arrive on site at 08.00 hrs and be removed at 10.30hrs, or an afternoon skip which will arrive on site at 12.00hrs and will be removed at14.00hrs. Unfortunately the skips cannot take fridges and freezers.


Community First: Request to attend a Parish Council meeting to discuss a Housing Needs Survey for Affordable Housing.

Parish Lengthsmen: Work carried out in the village 15 -16 September.

Thornycroft Path: Bridge railings to be repaired.

Archaeological Dig: Open day to be arranged.

Wiggly Bus: Request to install a bus stop at All Cannings Bridge. Clerk to request updated map and further details.

The meeting closed at 9.00pm.
