MINUTES
Minutes of the previous meeting held on 28th March 2001 having been circulated, were confirmed as a true record and signed by the Chairman.
MATTERS ARISING
Millennium Committee: The Clerk was asked to write to the Committee to thank them for all their hard work in organising the events with which the village celebrated the millennium
Allington Corner: No news
Recycle bins; No news
Cemetery: The Clerk contacted Mr Fell who is looking at the railings with a view to repairing or replacing them.
Hole: The Clerk reported them to the Clarence line, the hole has been looked at.
Water tap: It was decided that the box is in too poor a state to repair it. It will be removed and a single stake put in to hold the tap.
Dog Fouling: The Clerk has got more dog poop bags from Kennet and made these available at the Post Office.
WDS Ground Maintenance: A letter notifying the council that parish councils will be omitted from the original contract timetable and be placed on an individual negotiation timetable was received. The Clerk was asked to look at any other organisations that might be interested in the grass cutting and arrange quotations. The question of the small patch outside the Village Hall arose, the Clerk was asked to check if the Parish Council still paid for this to be cut. It was proposed by Mr Butcher and seconded by Mr Hunt that this was handed back to the Village Hall due to the new contract to be negotiated

Village Hall: No news

PCC: Mr Mullet has retired as Church Warden and Mr Gunnell has taken over. The Church will have a stall at the School Fete.
FtPs: Some Footpaths have been reopened providing they do not cross any land where grazing occurs or go beside livestock nor go through a farmyard, Bridleways and Rights of Way will be opened under the same conditions. The Canal Towpath is open in places the Clerk will put the notice in the Shop window.
Transport: Members of the parish attended the meeting on Rural Transport and seemed pleased with the way their comments were received. A questionnaire on Transport Subsidies was completed in the meeting.
Leisure Facilities:
Play Area: Cycle Track is awaiting good weather before being commenced.
Playground Services have carried out the work have been paid, one of the tiles laid down seems to have lifted slightly the Clerk was asked to contact the company to get this sorted out. The two seats on The Green are in bad condition, Mr Hunt will look into replacement timber.
It was proposed by Mr Butcher and seconded by Mrs Currie that the bars should have the safety matting installed by Matta Products the Clerk would organise this.

Wessex Water: An information leaflet about how to deal with leakages was received.
Cllr Willmott : A letter from Mr Willmott notifying the council of his intention not to stand for the election in the Kennet & Avon Division. He therefore will not be representing the council after the election. The Council asked the Clerk to write a letter of thanks to Mr Willmott for his continual support and interest in All Cannings over the past eight years.
Cemetery Damage: A report from the Caretaker Mr Gunnell brought several issues to the council’s attention, the litter bins have rusted and need replacing, due to excess grave soil being put in the compost area he has little space to put grass cuttings. It was proposed by Mrs Currie and seconded by Dr Hollway that a new bin is purchased with a cover but with a large opening for wreaths etc.

The Clerk was asked to write to all funeral Directors asking them to put excess soil waste opposite the Cemetery on the road-side where it can easily be moved.
British Waterways: A letter notifying the council that the Kennet & Avon Canal is reopened for Navigation and certain parts of the Towpath are also open to walkers.
Parish Lengthsmen Scheme: A new scheme from Ringway Parkman is taking place involving a two-man team who will visit each Parish for two days three times a year. All Cannings first visit will be on 21st Amy. They will carry out general maintenance and small repair work. A Work Detail Sheet was provided for any specific items the council wanted carried out. This would be faxed nearer the time.

One cheque was submitted for signature.

An invoice for the annual subscription for the NALC and WALC was received, it was proposed by Mr Butcher and seconded by Mr Daw that this be paid at the May meeting.
WDS Ground Maintenance: A second letter notifying the council that WDS is to be externalised to a private company on June 1st. Our contract is due for renewal from April 1st and will be carried out as usual until June 3rd at a cost of £ 354.68 plus VAT.
ANY OTHER BUSINESS
Death: The Clerk informed the council of the death of a past Clerk Mr Tombs, a card would be bought and signed by the councillors offering sympathy to Mrs Tombs.
Chandlers Close: One of the properties with a garden backing on to Lipgate Road has put a flower bed outside their fence area. The Clerk would contact Mr Primrose to check if this was permissible.
Cemetery Hedge: The Beech hedge needed pruning and there is also a tree that looks damaged. Mr Daw will carry out the work.

It has been my honour and privilege to be your chairman for the last year; I hope I have represented you faithfully
This has been the real millennial year and much has happened in the village.
The parish council has benefited from all the hard work all the councillors put in, both with fulfilling the official duties, the paperwork never gets any less, and with the extra work they do on top as good citizens. It might be wrong for me not to thank everyone equally but I hope you will allow me to thank Sylvia Butcher especially for all the work she has done on the Playground.
The Playground has benefited from our capital fund and we believe our steady approach to improvements is giving the best long-term value to the village.
The Millennium committee has been a credit to the village and its activities will be long remembered after the street party and maybe even The Dome has faded from our minds. I particularly treasure the photograph they organised which will be an object of fascination in years to come. Our thanks go to them for being a great example of what voluntary effort can achieve. In many ways the same can be said of the Fete organisation, it was yet another successful year.
The school is a credit to the village and it is thanks to the staff and governors, and from their leadership also to the parents and children, I am sure the whole council would like us to pass on our appreciation to them all.
We succeed this year in reversing the work of our predecessors in the 1950s who, when they arranged fro the green to be flattened, assured that there was no easy access from Chandlers Lane, well there is now and a great improvement it is. Alison as Clerk has engineered the church’s land agents into taking responsibility for the Glebe Field and this should now be a kept tidy and mown which will be of great benefit to everyone. She has also worked hard to have improvements made to the signs at Allington, it will happen, so bear with us on that one. She will be tenacious with the Highways people as she was with Beazers, which ensured the chicane was eventually completed this year. The Amenity areas of the Glebe seem to have settled into a well-ordered existence now, thanks to everyone for their unity in achieving that aim
We are still working to improve footpaths, though with the Foot and Mouth being upon us little has happened for the last few months.
We are in the first year of having outside auditors rather than the audit commission and I think it has been a successful pilot, and I am sure the Clerk will have something to say about the way it has impacted on her workload. Young baby Ann has spent a lot of time in front of the screen trying to help her mother with the figures.
In the coming year we have several priorities, one of which is to ensure that with the demise of WDS we carry on having our grass cut in a cheap and efficient manner.
The council spends an immense amount of time just keeping the normal business of a council going, my personal goal is keep the meeting as short as possible while still allowing everyone their say. My thanks to all the members for their ceaseless and unrecognised work through out the year. And I would particularly like to thank the Clerk for all her hard work; the job doesn’t get any easier.

CHAIRMAN’S REPORT:
The Chairman gave a report of the year’s work undertaken by the Parish Council. A copy is attached to the Minutes.
MINUTES:
Minutes of the Annual Parish Meeting held on 26th April 2000 were read, confirmed as the true record and signed by the Chairman.
MATTERS ARISING:
Millennium committee; Many successful activities have taken place during the year and various projects such as the memorial Sarsen stones and cemetery gates have been completed. A new Altar copy of Common Worship was presented to All Saints Church and dedicated on Easter Sunday. The Committee will be closing now all work is finished.
Litter Grant: No litter grant is due the previous one was a one off.
The Clerk has researched to see if more free skips could be ordered due to the increase in population of the village, unfortunately no increase is allowed so we shall continue to have 5 free skips per annum.
ACCOUNTS:
A summary of payments and receipts for the financial year ending 31st March 2001 was given in the new format by the Clerk.
Actual receipts for the year was £5,432.85and payments were £6,918.69
TOTAL BALANCE £14,560.26
An approximate forecast for payments and receipts was also given
It was resolved that the accounts be accepted. The Chairman signed
the accounts.
