MINUTES OF A PARISH COUNCIL MEETING
Held in the Village Hall, All Cannings on Wednesday 24th April 2002

MINUTES
Minutes of the previous meeting held on 27th March 2002 having been circulated, were confirmed as a true record and signed by the Chairman.

MATTERS ARISING

Recycle bins: No further news

Statutory Parish Councils Model Code of Conduct 2001 Order: After extensive discussion it was proposed by the Chairman that the Code of Conduct be accepted to take effect from 5th May 2002 and that members should complete their Register of Interests in time for the next meeting on 29th May when the Clerk will send them off to Maria Memoli- Monitoring Officer at KDC.
A vote was taken, the result was 5 for acceptance and 2 against. It was resolved therefore to accept the Code.
The order was adopted at this Parish Meeting to take effect from the 5th May.

W.C.C: The Environmental Services Dept. was unable to attend to speak about the Best Value initiative at the Annual Parish Meeting.

Cemetery: The water tap has been repaired by Mr Hunt and attached to a new post.

Humberts Field: The Clerk contacted Humberts to let them know about the dumping of refuse. It was also noted that people are using the field to leave cars in, it was suggested that because of the direct access onto Lipgate Road this was encouraging cars into the field and might not blocking off access onto the road help this problem. The Clerk would write to Humberts to suggest this.

Audit: The Clerk contacted the WALC for further details; an internal auditor would need to be appointed for the next financial year 2002-2003. There are plans afoot to get a group of professional people who could act as internal auditors from which council’s can choose but this is still a plan at the moment. The Clerk will report back on this issue at the next meeting and hopefully have also obtained the final version of the new accounts format to be signed off by the council.

Clerk Vacancy: Mr Jim Scott is the sole candidate and as such it was proposed by Mr Daw and seconded by Dr Hollway that he be offered the post to commence on July 1st 2002.

REPORTS FROM COMMITTEES

Village Hall: None

PCC: None

FtPs: Mr Lander has not responded to the letter concerning the maintenance of Rights of Way. The Chairman will undertake to put grass seed down on the bank along footpath 13.

Transport: None

Leisure Facilities:
Play Area:
Community Services are coming out to assess the swing re-painting job. They will let us know their decision as soon as possible.

Churchyard:
War Memorial- “Friends of War Memorials” sent advice about cleaning the memorial as the photos showed that the lettering was still very clear in parts. The Clerk and Chairman have planted 160 plug plants from the Flower Farm at Shalbourne in the Wildlife area of the Churchyard, Mrs Riseley Prichard offered to water the new plug plants if no rain had fallen in the next two days. It was also suggested that the PCC be asked if the Parish Council could have a notice board up in the porch of the Church explaining about the Living Churchyard Project. The Clerk was asked to contact Rev. Sally Attwater to seek her opinion.

Cemetery: It has been noticed that a lot of the soil on dug graves have sunk, enough to make mowing the grass quite difficult. It was suggested that the next time a grave was dug the excess soil could be used to level up those sunken graves. The Clerk will inform Mr Game of this and make a note to ask future gravediggers to leave the soil so this could be done.

Golden Jubilee: The Parish Council has been asked for a contribution towards the hiring of a band and marquee for the celebrations on Monday 3rd June. It was proposed by Mr Daw and seconded by Mr Hunt that a sum of £50.00 be donated under Section 137; the Clerk would make out a cheque out of meeting, as she had not been told whom the Treasurers of the committee are. A request to put up fly posters was also received from the committee; permission was given for fly posters to go up on any Parish Council land. The Clerk was asked to inform the committee.

Planning Permissions:

Youth Action Wiltshire: A request for donation was received; it was decided under the council’s donation policy for Section 137 payments that no donation would be given.

Mr Ancram MP: A letter was received from Mr Ancram asking for the council’s response to six questions about all the new requirements being put onto councils and councillors and the effect they are having. After consulting with councillors the Clerk was asked to write back with their responses.

Golden Jubilee Service: An invitation to a county service at Salisbury Cathedral on Sunday June 2nd was received Mr Daw would attend if nobody else was interested.

Contracts:
All contracts have been accepted and signed for this financial year for the Cemetery, Churchyard , Glebe, Green and Pound.

Audit: The final version has not yet been received for the Audit format. The Clerk has talked to WALC who are looking into getting a body of people together from which councils can choose someone to act an their internal auditor.

ANY OTHER BUSINESS

Parish Lenghtsmen Scheme: The next visit will be on June 5/6th the Clerk will send around a job location sheet for any one to fill in with things that could be attended to.

Parish Notice Board: The doors of the board are warped and rotting and the Perspex has coloured making it very difficult to read the notices. The Clerk has asked Mr Ashford Brown who made the Allington notice board to look at it and give a quotation to repair it. She will also be trying to find at least one other person to offer a quote for the next meeting.
