MATTERS ARISING
Recycle bins: Clerk to contact Mrs. White, KDC, to ascertain the location of the bins in Wroughton and to advise the full range of recycle bins available.
Village Shop/ Post Office: See attached correspondence. Public meeting to be held on Dec.5th at the village school to discuss the results of the questionnaire.
REPORTS FROM COMMITTEES
Village School: The Chairman of The Board of Governors at All Cannings School attended the meeting and explained various aspects of school activities. This included subjects that the Board were addressing to improve facilities and the safety of the pupils. They have made inquiries into the possibility of a grant for the “Walking Bus” project. The plans “for the construction of a covered roof over an existing fenced compound in order to gain an all weather cycle and “biffa” bin store area” were presented to the council including various photographs regarding the design, location and the materials to be used for the construction.
Village Hall: Improvements to the car park will now be carried out during the Spring of 2003.
PCC: There will be a stall in The Shambles prior to Christmas. Coffee morning and tea afternoon to be held. Traditional Carol Service to be held in the church on 20th December. There will be services in the church on Christmas Eve and Christmas Day.
Footpaths: Clerk to discuss clearance of Priest and Darkies lanes with Mr. Game.
Golden Jubilee: Tree seat to be installed on The Pound.

Village School(Cont): As part of an initiative to encourage more children to walk and cycle to school the school has received a grant from the County Council towards improving road markings outside the school. Work will be carried out on the corner of Chandlers Close. A small number of thermoplastic footprints will be put onto the pavement on each side of the road to guide children to a safe crossing point.
Royal Mail: Post Box Re-site; Following proposals from the Royal Mail the council proposed that the Post Box should be located in front of the Village Hall sited towards the end of the building. Royal Mail to contact the Village Hall Committee to obtain permission.
Post Office Ltd.: Post Office Ltd. have advised that they are committed to maintaining their network of rural Post Office branches and will be working to restore services to the local community in All Cannings as soon as possible.
The Swindon Intermediate Care Centre: The Centre will be operational from Saturday 7th December.
Cutting of Green: Clerk to invite a member of the Football Club to the council meeting in January 2003 to discuss this ongoing situation.

Cutting of Green: Clerk to speak with Kennet regarding the possibility of a grant to subsidise the cost of the extra cutting of the football pitch. Clerk to invite a member of the football club to the next council meeting to discuss the ongoing contract for 2003/2004.

Minutes of the previous meeting held on 4th September 2002 having been circulated, were confirmed as a true record and signed by the Vice-Chairman.
MATTERS ARISING
Recycle bins; Clerk advised that it would cost £260.00 to soundproof each of the glass recycling bins. The site would require two large (1100litre) bins for green and clear glass. In addition there would be a smaller bin for brown glass which may not need soundproofing as the glass does not drop very far and therefore causes less noise.
We have been advised that it would probably be half the cost to line the smaller bin.
There would also be a large bin for paper.
Clerk to contact Mrs. White to see if there are any similar bins in the area.
Possible closure of Village Shop/Post Office: Steering Committee has been formed and we have been advised that they are very active in progressing the situation.

Village Hall: Mrs. Lane will take over the duties of Treasurer. Improvements to be made to the Car Park. AGM was well attended.
PCC: Financial awareness; Presentations to be made at the Village School on 9th November following recent poster campaign.
Footpaths: Priest Lane still to be cleared following agreement with Mr. Game.
Leisure Facilities: ROSPA inspection carried out on 7th September. Clerk to write to ROSPA for clarification of various comments included in their report. Painting of the Play Area has now been completed.
Golden Jubilee: Clerk to progress purchase of Tree Seat to commemorate the Golden Jubilee.
Pewsey Vale Quiet Lanes Project: This meeting was attended by Mr. C. Butcher on 21st October 2002 at Bouverie Hall Pewsey. It is intended to create a quieter area in the Pewsey Vale for all people. This would hopefully benefit walkers with the improvements to footpaths, horse riders with improvements to byways and cyclists with the reduction in speed of traffic on designated roads. It would not be possible on all routes, as it was recognised that there is a need for through routes, i.e. north to south and east to west. There is a keen desire to make a notable physical appearance when entering and leaving the area. It is anticipated that this will be a three year undertaking, with £100,000 being allocated per annum from WCC. The meeting was well attended with all those present participating in the project development.

Transport Grants: It appears that this project may not be applicable.
British Waterways: Clerk has written to Highways regarding possible improvements to drainage whilst BW are carrying out work on the existing canal area. Highways have advised that this will not be possible and that the position can be assessed this winter to find a possible course of action when funds become available. Lists are being prepared for works during 2003/4, at present.
Tagged Bin Collection Service: KDC to continue with collection of waste from dustbin situated at the Cemetery.
Swindon and Marlborough NHS: Transfer of Princess Margaret Hospital (PMH) to the Great Western Hospital Swindon on Tuesday 3rd December 2002.

Audit: David Owen & Co. have been engaged as Internal Auditors at an agreed cost of £160 per annum. Annual Accounts were approved by the council and have been submitted to the External Auditors.
Parish Notice Board: Now repaired.
POSSIBLE CLOSURE OF VILLAGE SHOP/POST OFFICE
Information given to the Council by Marian Rayner, Rural Services Officer, Community First. See attached Report. They have given the following dates
when they will be available to attend a public meeting, to give a presentation during September: 12th, 25th, and 26th.

Village Hall: Clerk has written to the Committee regarding the position of the recycle bins and we await response. Sophy Hunt appointed Secretary of the Village Hall Committee.
PCC: Launching Financial Awareness Programme
FtPs: Clerk has obtained two Litter Pickers at a cost of £56.40. Mr. Game has agreed to do the clearance and litter collection work with payment to be made from the litter grant as agreed. Clerk to discuss financial agreement with Mr. Game. Mrs. Lock has suggested that people perhaps should adopt a footpath and look after the upkeep.
Leisure Facilities:
Play area yet to be re-painted.
Golden Jubilee: Council to discuss ideas for a Tree Seat at next meeting. Clerk to circulate details of brochure and prices obtained.

Shop Closure: Article regarding the concern over the possible loss of the
Shop/Post Office has been printed in the Gazette&Herald and also advised that a Public Meeting will be held in September.
Mr. Ken Bellotti- Memorial Tree: Clerk has contacted the Garden Club and awaits response regarding the positioning of the tree.
Liaison Meeting: Reminder of Meeting and to decide who will be in attendance.
WCC: Cllr.Molland advised that WCC await the result of the recent Performance Assessment from the Best Value/Audit Commission and that they are addressing the perception of the County Council. The Highways Maintenance scheme has seen an improvement with an increase in complaints regarding disruption caused by the amount of repairs carried out e.g. London Road. Lengthsman scheme working well. Internal structure is improving communications. New wardings to take place next May.
Cutting of Green: Football Club to pay Mr. Game for the extra ground
maintenance required on the football pitch. Council have no objection.
Sheep-pool: Mr. Daw to investigate the problem with the catch on the gate.

MATTERS ARISING
Recycle bins: see Village Hall committee
Statutory Parish Councils Model Code of Conduct 2001 Order: The Register of Interests Forms were sent off after the May meeting. The Clerk has retained the Acceptance of Office forms. Pocket sizes booklets about councillor’s responsibilities under the new code were handed out.
Humbert's Field: No response has been received. The Clerk will chase them up for a response and alert them to the need for another grass cut.
Audit: Forms have been received from the external auditors. The outgoing Clerk will take the incoming Clerk through the new requirements. A company from Swindon RBS Auditing Solutions have written offering their services as internal auditors for a cost of £320 per annum plus travel charges. The Clerk has filled in an information sheet for the company to give a more accurate quote and is awaiting this information. She has also contacted the council’s previous auditors David Owen & Co who after much persuasion have agreed in principle to act as internal auditors. The Clerk is waiting for RBS to state the amount before contacting David Owen & CO for their quotation. It was decided that provided the quote from David Owen & CO was below or equal to that of RBS then they should be engaged as the council’s Internal Auditor.
Parish Lengthsmen Scheme: A visit was carried out on June 5/6th the Clerk had sent the job sheet and had faxed it. All jobs on the list seem to have been attended to.
Doomsday Book: It looks like the school is the most likely place for the book to be kept. The issue of insurance is still to be sorted out Mr Hunt was asked to let them know that the council is there to help if needed.

Parish Notice Board: The Clerk received a phone call from the Village Hall about their notice board needing to be replaced and the idea of joining up with the Parish
Council and sharing one board. Also they felt there would be a need for a general notice board to be made should the local shop and Post Office close .The Clerk informed Mr Ashford-Brown of this new development and he is waiting for further instructions. After discussion it was decided to go ahead and repair the notice board as originally planned and offer the Village Hall access to it. The Clerk will contact him to go ahead as soon as possible.
The issue of a new board being required was raised by a letter from Mr B Ball and put into the subject of the potential closure of the shop. See A.O.B
REPORTS FROM COMMITTEES
Village Hall: There was a poorly attended meeting in early June. The issue of the recycle bins came up and the committee need a formal request from the parish council to cite the bins on Village hall land to enable the committee to take over the rest of the process. They have put up a new boundary fence and new doors are to be installed.
PCC: No meeting until early July fundraising continues through coffee mornings etc.
FtPs: The Clerk has applied for a Litter Grant and received it a sum of £150 from KDC. The Clerk also researched the cost of litter grabbers. Mr Vince Kimber at KDC informed the Clerk that the council could hire up to ten grabbers for a Litter Pick up Day. The cost of buying one is £25. After looking at other seemingly cheaper options before transport costs were added on it was decided to buy a grabber from KDC. The Clerk was asked to put up a card in the shop advertising casual labour clearance and litter collection work was needed by the council. Payment to be made from the litter grant

Play Area:
Community Services are coming out do the swing re-painting job. However they have not contacted the Clerk yet. The present Clerk has bought paints and brushes, and will hand them over to the new Clerk.
Churchyard:
The new notice board has been put up in the Church porch. Mr Coles has been contacted to cut back the vegetation from the Church buttresses as they are encroaching on the drainage gulleys.
Cemetery: The bin has been put out on Lipgate Road, hopefully ensuring it gets emptied. The redistribution of excess soil need to be looked at, Mr Game will be asked his opinion.

Golden Jubilee: A letter of thanks should be sent to the committee to thank them for their excellent organisation. Mr Scott informed the council that there as some money left over that the committee felt should pay for or go towards paying for something for the parish such as a tree, bench or notice-board. The council will offer its ideas at the next meeting.
School: The School Fete is this weekend Sat 29th June and Sports Day will be on 5th July. There is also a musical of The Wizard of Oz being held on 16/17th July.

Investigation of former school: The owners were informed by KDC of the breach in planning regulation and have filled in the gap in the boundary wall accordingly.
Notice- Board: Mr B Ball wrote to the council about the potential need for a general notice board to be provided for the village should the shop close. See Shop Closure under A.O.B
Conservation Area: Mr Colin Johns rang the Clerk to inform the council that the first draft of his document on the All Cannings Conservation Assessment was due in the next three weeks and a copy would be sent to the new Clerk. The areas covered are: architectural character; building materials and details; landscape setting-open spaces and trees; problems and eyesores; the planning context and preservation and enhancement.
Best Kept Village: Results from the competition have been received All Cannings came fourth an improvement of 6 points from last year the main area letting us down was the state of the notice-boards.

Pub Lane Sign: A metal post anchor is required to reinstate the sign due to rotting. The Clerk obtained costing from Jewson in Devizes for all four sizes available. Based on these costs the Clerk was authorised to bury the appropriate anchor up to the cost of the biggest size available. The Clerk will contact the Luffmans who have the sign to find out its size and arrange its reinstatement
ANY OTHER BUSINESS
Shop Closure: The Parish Councillors felt it their duty to arrange a public meeting on this issue in September but advertised as soon as possible in the event that the shop and Post Office close if no buyer has come forward by that time. The Clerk was asked to contact the Gazette & Herald correspondent to write of the council’s dismay that nothing is being actively done about this possible loss to the community.
Mr Ken Bellotti- memorial tree: The Garden Club wish to plant a tree in the village in commemoration of Mr Bellotti’s long association with the club and are seeking the council’s permission and ideas for its location. The council agreed that a tree should be planted on council land as Mr Bellotti also served on the council for many years .The location will be thought about at the next meeting in the meantime it was suggested that Mrs Bellotti may have a particular wish and the Clerk was asked to contact the Garden Club accordingly.
Cemetery Railings: A railing has been removed along the school boundary, which will need to be replaced. Mr Daw will investigate this.
Proposed re-Development of North Gate, Devizes: Cllr Jenny Combe showed the council the proposed plans of the development and alerted them to the consultation time being finished on 12th July. The Clerk had only received the leaflets that morning and will pass them around as soon as possible and put the excess in the shop. Mrs Combe also reported on the public meeting about the relocation of Devizes Community Hospital to Green Lane and selling off of the present hospital site. A booklet outlining all the issues is available from the present hospital and doctor’s surgeries.

MATTERS ARISING
Recycle bins: No further news
Quality Parish and Town Councils: The Clerk has responded to the consultation paper with the comments made by the councillors and received a letter of acknowledgement.
Statutory Parish Councils Model Code of Conduct 2001 Order: An information pack has been received from Maria Memoli at KDC who will be the Monitoring Officer. The Clerk distributed a copy of the explanatory notes about the Model Code and the obligatory Register of Interests to all Councillors for them to keep until adoption of the code takes place. A meeting concerning the Model Code is to take place on April 22nd at 4pm in Devizes Corn Exchange, the Clerk will attend with one other and asked the councillors to let her know of any questions to take to the meeting. The Clerk will keep forms for Gifts and hospitality and Declaration of Acceptance that has to be advertised when the Council elects to accept the Code.
It was decided that no actual decision concerning acceptance of the Model Code could be taken at this meeting as not all councillors were present this will be discussed again at the April meeting.
Contracts: The tenders received for all the grass cutting areas in the Parish will be discussed under Accounts.
W.C.C: No response has been received from the Environmental Services Dept. concerning our invitation to speak about their Best Value initiative at the Annual Parish Meeting in April.
Devizes Angling Club: British Waterways has been contacted and responded that they are still intending to place litter bins for Canal boat users in the Car Park at All Cannings .
Lights: There is a light out nr. Drewitts Lane Mrs Currie reported that it is still not working the Clerk will report it again.

REPORTS FROM COMMITTEES
Village Hall: Electrical work is being carried out in the hall. The committee are planning to re-fence the back area and possible re-decorate the hall. There has been some vandalism to the Pre- School equipment during Youth Club sessions. The youth Club will be folding shortly.
PCC: The AGM will be held in April. Comments received that the Churchyard is looking nice for Easter.
FtPs: WCC sent a letter concerning Rights of Way, asking Parish Councils to take on routine clearance of footpaths and Rights of Way in their areas and alert the Warden of any major repairs that need attention. The council was concerned how such clearance could be undertaken without funds being made available, as the work needed would involve quite hard manual labour due to clearing the overgrowth that occurs annually in Spring/Summer. The Clerk was asked to write to Mr Lander and ask about this.
Transport: A new issue of Transport Times & Telegraph was sent round included the Quiet Lanes initiative and a report on the Wigglybus Project. The Thursday and Saturday Bus Service to Devizes has been cancelled due to operator costs and falling usage.

Contracts:
Cemetery; Mr Gunnell expressed his wish to continue to care for the Cemetery. Mr Coles put in a tender for the Cemetery at £544 per annum and Mr Game put in a tender of £450. It was proposed by the Chairman that Mr Game be offered the post, due to family circumstances likely to continue to prevent Mr Gunnell from being able to carry out the work satisfactorily.
Churchyard; Mr Coles put forward the only tender to continue to maintain the Churchyard at a cost of £590 per annum. This was accepted unopposed.
Glebe and Green; Mr Game expressed his wish to continue to maintain both areas , it was proposed by Mrs Butcher and seconded by Mr Hunt that he was offered the post.
Audit: The new regulations have been received by the Clerk. The main issue being the need for an internal auditor to be appointed by the Council to check the books before the final report is sent off to the new external auditors, who are Mazars Neville Russell based at Southampton. They have been appointed by the Audit Commission to audit all Parish Councils in Wiltshire. The cost is £120 fixed fee with substantial additional fees for any queries. They seem to be inferring that councils need to ensure the internal auditor is very thorough to prevent any need for contact. The Clerk would be contacting the WALC for further details, as no internal auditor would be able to be appointed to review the last financial year. She suspected that a fee would have to be paid to hire an internal auditor. She will report back at the next meeting.
ANY OTHER BUSINESS
Clerk Vacancy: There has been only two people interested in the post , the second has since pulled out. Mr Jim Scott continues to be asked to be considered for the post. Both The Clerk and Chairman have talked extensively to Mr Scott and feel he would be an appropriate choice. As not all councillors were present it was decided to wait until the next meeting to make a decision.

Cemetery: The water tap seems not to be turning on and the box has rotted away and is falling off. Mr Hunt will replace the box with a piece of timber and attach the tap to it and ensure the tap works.
Humberts Field: The field next to the Glebe is suffering from people dumping their waste on it again. The Clerk was asked to contact Humberts to let them know and seek help in trying to prevent it happening.

MATTERS ARISING
Recycle bins: No further news
Chapel House: The replacement window does not go against planning permission but no intention of works has been submitted to Kennet yet, the council is at liberty to object on this basis. No decision was made.
Canal Bridge: The Clerk contacted both British Waterways and Highways via the Clarence line
Quality Parish and Town Councils: The Clerk has responded to the consultation paper with the comments made by the councillors.
Magistrate’s Courts: A letter was received informing the council that the two proposals were to be adopted after consultation regarding courtrooms in Wiltshire.
1. To close Trowbridge and transfer all business to Chippenham from 1st March 2002
2. To close Devizes court at a future date to coincide with the opening of the new Courthouse in Salisbury, and transfer all cases to Salisbury.
Devizes cases will be allowed to be heard in any one of the remaining courthouses; whichever is the most convenient to witnesses, victims and defendants.
Statutory Parish Councils Model Code of Conduct 2001 Order: Kennet has advised all Parish Councils to wait for them to adopt the code on May 1st and follow their adoption thereafter.
Contracts: The Churchyard, Glebe & Green and Cemetery Caretaker are all still interested in continuing and applying for the posts the Clerk will advertise the posts until the end of March and bring any applicants tenders to the next meeting.

FtPs: The Clerk has received complaints about the mud on footpath 13. It was decided that grass seed should be planted long that section of the bank and the neighbouring property informed when the seeds had been placed.
Transport: The Clerk was asked to write to the Quiet Lanes group and invite them to talk at the Annual Parish Meeting in April.

All recorded crime was down on the previous year the areas were as follows; recorded violent crime down19.5%, recorded domestic burglary down 16.1%, recorded vehicle crime down 25.2% and recorded drug crime down 31.3%

MATTERS ARISING
Recycle bins: British Waterways has been contacted and are not keen to provide an area for the citing of bins in the new car park. The Clerk has informed Mrs White at KDC and is looking into alternative sites for the bottles.
Church wall repair: The Clerk has written to both Mr Curnick and the Richardsons too who own the adjoining property about the state of the wall.
Chandlers Close: A velux window that has been made in one of the property’s roof does not need planning permission.
Parish Welcome Pack: The Clerk had passed on her list of useful numbers to Shirley Ball, some of which were felt not to be relevant and were not going to be used. When the parish council meetings are held would also be included.
Green Dog Fouling: The Clerk contacted Mr Champion at KDC to ask that new dog fouling signs be place on the Green particularly on the new cycle track sign.
REPORTS FROM COMMITTEES
Village Hall: The committee are behind in billing they should catch up this month
PCC: .The PCC asked to use the Village Green on June 2nd for a Golden Jubilee Service and Lunch. The council agreed to the booking, no charge would be made.
FtPs: The Clerk has received complaints about the mud on footpath 13. The litter on that path and 14 is getting worse. The Clerk will contact the school to arrange a litter pick up.
The Clerk was asked to write to those in charge of the Parish Lengthsman Scheme to support the continuation of the service.

Transport: PVTAG meeting on 13th November went ahead, the main point of information was that funding had been applied for in order to continue the scheme and move it on from a project to an established service. The minutes will be circulated.
Information about a new strategy called the Quiet Lanes Strategy was received, and a meeting attended by Mrs Currie the Clerk will pass on the minutes to the rest of the councillors for any comments. It was suggested that this could be an issue to be brought up at the AGM.

The see saw on the cycle track is still causing problems and the Clerk will telephone AS&A Leisure to seek advice.
Mr Hunt has bought all the nuts etc ready to replace on the swings; he has given the invoice he paid to the Clerk.
Mrs Butcher reported that the presentation plaque on the adventure tower has gone missing.
Churchyard:

Lake: A letter was received via Mr Butcher requesting the council’s knowledge of past flooding over the land in the vicinity of the proposed lake at Rendell’s Farm. After discussion the Clerk was asked to respond with the relevant information.
Best Kept Village: The Clerk will enter the village in this year’s competition and pass the additional Jubilee poster competition to the school and Post Office for the children to enter.
Quality Parish and Town Councils: The Clerk was asked to respond to the consultation paper with the comments made by the councillors. Overall it was felt little would be gained as almost all issues covered were already being carried out and some suggestions were inappropriate for parish councils.

Statutory Parish Councils Model Code of Conduct 2001 Order: A huge amount of correspondence has been receive concerning the order as well as a copy of the order itself, the Clerk has managed to pass round the information for the councillors reactions. Mr Molland informed the council that this was causing deep consternation amongst other parishes. Due to the huge amount of information to consider, it was decided that the information needed to be sent round again and that all councillors need their own copy of the order too. This would be discussed at the next meeting
along with any further information that may come up in the meantime.

Golden Jubilee: There had been a first meeting at the King’s Arms on Monday at which numerous ideas were put forward the next meeting will take place at the King’s Arms on 28th February after flyers have been distributed asking the parishioners for their ideas. The Parish Council was asked if they were intending to contribute towards the costs. It was decided that any request for donations should come in written form.
Resignation: With regret the Clerk offered her resignation with effect from 30th June 2002 due to family commitments. She was asked to advertise the post as much as possible to help find a replacement.
Contracts: The contracts of the Churchyard caretaker and Cemetery Caretaker were reviewed and the Clerk was asked to contact all concerned to see if they were still interested in applying for the posts.

Chapel House: It has been noticed that a window has replaced a garage door. The Clerk was asked to find out if this was in the plans.
Canal Bridge: A lot of water is laying on the road either side of the new entrance to the car park by the bridge, the Clerk was asked to contact British Waterways and the Highways Department to see if they could advise.
Fridge: A small fridge has been dumped near Allington Bridge the Clerk will notify British Waterways.
